Tasered: Cpl. Thomas O’Connor stop of Eugene Snelling

This is an disturbing video of a black man tasered in Austin, Texas after being stopped for going 70 in a 65 and having no license plate in the rear of the car.

It took him 16 seconds to begin yelling at the driver and 27 seconds to ask Mr. Snelling to get out of his car.
